Too many laws encourage stupid behavior.
Human ads have become very common in the United States as well. Now the people holding the ad signs are also dancing or flipping or twirling the signs to attract attention.
You’d think there’s enough adds in Tokyo as it is.
Yeah, some of these should just be taped onto lamp posts but I’m sure there’s a law saying they can’t and we don’t want to break the law do we? 😉

They created a lot of work, nobody argues that, but not all of it is decent.
